History

Vermonts first legislative moves in the realm of cannabis came more than a century ago when it joined a growing trend in the 1910s by legally banning cannabis use. In 1915, the state of Vermont made it illegal to possess, sell, and use cannabis. Nearly a century later, the state legalized medical marijuana use in 2004. In 2013, the state decriminalized the possession of 1 ounce or less of cannabis by making it a civil infraction. In 2018, House Bill 511 became the first one to pass an entire state legislature when the Vermont House and Senate, and was signed into law by Governor Phil Scott.
